Charlie serves as the University's Principal Technologist. In that role he is the primary advisor to the Vice President for Information Services and Chief Information Officer (CIO), and the University administration, on technology issues. He is responsible for the University's strategy for the development and enhancement of Scholarly Information Services that directly support pedagogical and research activities at Georgetown. He has primary responsibility for the administration of the Federated Authentication and Authorization components of Project Sentinel, a major biosurveillance and bioterrorism research project sponsored by the National Library of Medicine. He actively seeks to increase Georgetown's role in other bioinformatics research initiatives. Charlie is a member of the UIS Executive Committee, the Human Resources Coordination Committee, the UIS Senior Leadership Team, and co-chairs its technical subcommittee. He chairs the subcommittee on Authentication, Authorization, and Auditing Strategy. His work involves strategic and tactical planning for various University and UIS initiatives.
In prior roles within UIS, Charlie played a key role in expanding the University's "directory-driven" computing services, promoting the use of Blackboard in teaching and learning, and advising the Enterprise groups. He created and managed the Information Access group responsible for building new technology-based services including the Enterprise Data Warehouse, Access+ (personalized web-based access to Georgetown's core business systems), an enterprise identity management system (NetID), and an e-commerce infrastructure. In 1999, Charlie led a cross-functional team to provide integrated authentication and email forwarding for Hoyasonline, which earned Georgetown the 2000 Award for Exemplary Practices in Information Technology Solutions from EDUCAUSE.
Charlie is Georgetown's primary liaison to external technical organizations and is active in open source initiatives such as Shibboleth, Sakai, OSPI, uPortal, and JA-SIG . He actively participates in Common Solutions Group (CSG), Internet2, Gartner Group, CARS, EDUCAUSE, the Blackboard Product Advisory Board, the Association for Computing Machinery (ACM), the Data Warehousing Institute (TDWI), and the Association of Jesuit Colleges and Universities Conference on IT Management (AJCU-CITM).
Charlie has an M.S. in Information Systems from American University and a Bachelor's in Economics and Philosophy from Georgetown (C'79). He has worked at the University for over 25 years enjoying a wide range of responsibilities at the Alumni Association and UIS. He is an avid fan of Georgetown Basketball and resides in Arlington, VA.
